Enrique was born in Mayagüez, Puerto Rico, and raised in the Bronx, New York, and Providence, Rhode Island. After relocating to Connecticut, he worked for the City of Bristol for nearly 30 years in custodial and maintenance positions until his retirement. Enrique was actively involved in labor unions throughout his career, serving as a Union Representative for the City of Bristol and later as President of the W.H. Library Union.

Enrique became a resident of New Haven when he married his loving wife, Trish, in 2006. He is a devoted father to four children. In his free time, Enrique enjoys cooking and dancing. He has a deep passion for various music genres and is an audiophile. He appreciates different music formats, including CDs, vinyl, and streaming.
